STEVE CLYNE
Managing Director
Steve co-founded EFM in 1990 as both a facilities management provider to state-funded schools and a Social Infrastructure Consultancy advising on the impact of new housing and population forecasts on existing infrastructure and the need or not of additional provision.
Steve holds a Licentiate of the College of Preceptors (LCP) in Schools Management and Education Law as well as being a qualified schoolteacher and school place planner. He is a contributing member of the British Society for Population Studies since March 2003, presenting to Society Conference in 2008 and 2016. I have been a Practising Member of the Academy of Experts since May 2006.
Steve is experienced in giving evidence for planning inquiries including Local Plan Inquiries, Public Examinations, Section 78 and CPO Inquiries.

ben hunter
Associate Director - Education and Social Infrastructure
Ben holds a Bachelor of Arts and Diploma in Management Studies. Ben has been an Education Consultant with EFM since September 2017, and Associate Director of EFM since April 2022. Prior to this he was a Development Management Project Manager for Northamptonshire County Council for several years, responsible for negotiating and securing Section 106 planning obligations for Education. He has also been responsible for negotiating, securing and managing Section 106 planning obligations, predominantly Education-related, in an Officer role between 2008 and 2012. The majority of Ben’s professional career has been related to the provision of development infrastructure.

HEATHER KNOWLER
Senior Consultant
Heather has been with EFM since 2014.
Previous to EFM Heather worked within Local Government for 30 years primarily in the areas of school planning and provision, assessment and negotiation of planning obligations and the project management of school building programmes.
The majority of Heather’s work is based on providing evidence for developers to enable full and balanced negotiations for planning agreements and master-planning purposes. Heather is also experienced in acting as an expert witness at planning appeals/inquiries.

MARC MATZA
Finance Director
Marc co-founded EFM with Steve Clyne in 1990
He has been involved in corporate financial management in excess of 30 years.
He has a wide breadth of experience having worked in numerous industries including time spent as a Bursar at a large secondary school.
Marc is a graduate of the London Business School (MSc)soon.
